• San Rafael City Schools Request for Qualifications/Proposals Notice for LLB Construction Services

    San Rafael City Schools (“District”) is seeking proposals from qualified persons, firms, partnerships, corporations, associations, or professional organizations to provide design, constructability review, value engineering, master scheduling, cost estimating, budgeting, and construction services for the development and construction of the San Rafael High School STEAM Project (“Project”), in accordance with the lease-leaseback structure set forth in Education Code section 17406 et seq.

    The Request for Qualifications and Proposals (“RFQ/P”), which includes instructions for its completion, is available for review and may be downloaded from the District’s website at https://www.srcsbondprogram.org/domain/16 (use the “Doing Business with Us” link). Respondents to this RFQ/P shall submit a completed Statement of Qualifications (“SOQ”) along with the Proposal (collectively “RFQ/P Packet”). Respondents must email an electronic copy of the RFQ/P Packet conforming to the requirements of this RFQ/P to all individuals indicated below:

    ALL RESPONSES ARE DUE BY 2:00:00 P.M. ON WEDNESDAY, OCTOBER 7, 2020.

    Oral, telegraphic, facsimile, telephone or any medium other than electronic delivery via email of the RFQ/P Packets will not be accepted. RFQ/P Packets received after this date and time will not be opened and an email stating that the RFQ/P Packet was not timely will be sent to the Respondent in such instances. Time of receipt will be determined by the time-stamp present on the email received by Dr. Daniel Zaich. The District reserves the right to waive any informalities or irregularities in the RFQ/P Packets. The District also reserves the right to reject any and all RFQ/P Packets and to negotiate contract terms with one or more Respondents.

    A mandatory information meeting will be conducted on MONDAY, SEPTEMBER 28, 2020. Respondents must email Phyllis Silverstein (phyllis.silverstein@vpcsonline.com) to schedule a meeting time for the 9/28 informational meeting by 4:00:00 P.M. on THURSDAY, SEPTEMBER 24th. Meeting will be held between the hours of 1:00 P.M. and 4:00 P.M. The meeting will be held at San Rafael High School, 150 Third Street, San Rafael, CA 94901;

    Respondent will meet a representative of the construction management firm in front of Madrone High School.

    Questions regarding this RFQ/P shall be submitted to Dr. Daniel Zaich (dzaich@srcs.org) & cc’d to Phyllis Silverstein (Phyllis.silverstein@vpcsonline.com), John Dilena (john@greystonewest.com) & Theresa Novotny (theresa@greystonewest.com). Questions must be submitted via email on or by 4:00 P.M. on THURSDAY, OCTOBER 1, 2020. Time of receipt will be determined by the time-stamp present on the email received by Dr. Daniel Zaich.

    All Respondents must have already been prequalified by the District in accordance with Public Contract Code, § 20111.6. Respondents are not required to identify mechanical, electrical, and plumbing subcontractors (“MEP subcontractors”), but identified MEP subcontractors are also subject to the prequalification requirements as required by Public Contract Code section 20111.6.
