• San Rafael City Schools Request For Qualifications and Proposals District-Wide Solar Photovoltaic Power Purchase Agreement

    San Rafael City Schools (“District”) is seeking proposals from qualified firms to finance, design, permit, build, commission, own, operate, and maintain multiple solar photovoltaic (PV) systems at up to six District-owned sites through a 25-year Power Purchase Agreement (PPA). The District-Wide Solar PV PPA project (“Project”) will be in accordance with California Government Code 4217.10 et seq. The Project will include approximately 2.4 MW of total PV capacity.

    The Request for Proposals (“RFP”), which includes instructions for its completion, is available on or after February 14, 2023. To gain access to the RFP document library, please email Daniel Zaich at dzaich@srcs.org and SAGE-rfp@NV5.com with the subject line “SRCS Solar PV RFP – Access Request” and provide the name, email address, phone number, and firm name for the individual requesting access. Once the RFP documents are released, you will be able to access them by logging in to Egnyte at https://sagerenew.egnyte.com/.

    The District will only receive RFP proposals submitted electronically. Proposals will be received until 2:00 p.m., Friday, March 24, 2023. Any Proposal that is submitted after this time shall be nonresponsive and returned to the bidder. Each respondent is solely responsible for timely submission; the District is not responsible for any technological issues in a respondent’s ability to timely submit Proposals or portion thereof.

    A site walk will be held on Tuesday, February 28, 2023, at 10:00 AM PT. Firms interested in attending the pre-proposal conference must pre-register by Monday, February 27, at 10:00 AM PT, by emailing dzaich@srcs.org and SAGE-rfp@NV5.com with the subject line “SRCS Solar PV RFP – Site Walk” and provide the name, email address, phone number, and firm name for the individual(s) attending.

    This Project is subject to labor compliance monitoring and enforcement of compliance with prevailing wage requirements by the Department of Industrial Relations pursuant to Labor Code, § 1771.4 and the skilled and trained workforce requirement pursuant to Public Contract Code, § 2600. Contractors of all tiers must be currently registered and qualified to perform public work pursuant to Labor Code, § 1725.5. All Respondents must be prequalified by the District in accordance with Public Contract Code, § 20111.6. First tier electrical, mechanical and plumbing subcontractors are required by Public Contract Code, §20111.6 and must be prequalified prior to the time subcontractor bids are submitted. Developer shall comply with all applicable federal, state and local laws regarding COVID-19, including Vaccination and Testing Requirements.
