    INVITATION TO BID – Bi’du Khaale

    From: Dry Creek Rancheria Band of Pomo Indians (hereinafter referred to as “the owner”)


    PROJECT INFORMATION

    Notice to Bidders: Qualified bidders are invited to submit bids for Project as described in this Document according to the Instructions to Bidders.
        Project Identification: Bi’du Khaale
        Project Location: Cloverdale, CA
        Owner: Dry Creek Rancheria Band of Pomo Indians
        Owner's Representative: Pound Management Inc. (Oliver Dibble and Leslie Alspach)
        Architect: Travois Architecture, PC
        Architect's Representative: Chelsea Powell, Architect and Project Manager

    Project Description: Bi’du Khaale, LIHTC project for the new construction of twenty-five single family homes in Cloverdale, CA. The project consists of: (18) 2-bedroom homes and (7) 3-bedroom homes, with garages, driveways, sidewalks, utilities and site work; (1) community center with community amenities and associated parking area; and associated on-site and off-site infrastructure for the development. The total conditioned area of the project is 34,159 square feet.

    Construction Contract - Bids will be received for the following Work: General Contractor. Refer to other bidding requirements described in the Bidding Documents.


    REQUIRED PRE-BID MEETING AND SITE VISIT

    In order to bid the project, interested parties or their representative must sign up for and attend the following meeting by contacting Travois at chelsea@travois.com

        Required Pre-Bid Meeting:
        Date: August 10, 2022
        Time: 1:00 pm local time
        Location: The pre-bid meeting will take place digitally as a zoom video conference call. Travois        Architecture, PC will send zoom information for the meeting to all registered bidders.

        Required Site Visit:
        Date: August 16, 2022
        Time: 10:00 AM local time
        Location: 235 Kelly Road, Cloverdale, CA 95425

    BID SUBMITTAL AND OPENING

    Bids are to be received on form provided. Owner will receive sealed bids until the bid time and date at the location indicated below. Owner will consider bids prepared in compliance with the Instructions to Bidders issued by Owner, and delivered as a locked PDF as follows:

        Bids will be thereafter publicly opened and read aloud via Zoom meeting.

    BID DOCUMENTS

    Online Procurement and Contracting Documents: Digital copies of plans and specifications can be requested from Travois by email at chelsea@travois.com attn: Bi’du Khaale Bid Package Request.


    TIME OF COMPLETION

    Bidders shall begin the Work upon receipt of the Notice to Proceed and shall complete the Work within the Contract Time.
     

    BIDDER'S QUALIFICATIONS

    Bidders must be properly licensed under the laws governing their respective trades and be able to obtain insurance and bonds required for the Work. A Performance Bond, and Insurance in a form acceptable to Owner will be required of the successful Bidder.


    INDIAN PREFERENCE

    This project is subject to Indian Preference requirements set forth in the tribe’s procurement policy, which comply with 24 CFR 1000.48 and to Section 7(b) of the Indian Self Determination and Education and Assistance Act (25 USC 450e(b)). The Tribe shall to the greatest extent feasible allow preference to Indian-owned or tribally-owned economic enterprises and Indian organizations and shall, to the extent feasible, maintain and/or refer to lists of qualified Indian supply sources. (E.g., Indian-owned shall be defined to mean an organization in which Indian ownership constitutes more than 50% of the total ownership interest.)


    TERO

    Contractor will comply with TERO laws, regulations, and ordinances currently in effect for the tribe. TERO fees will apply to this project. See Appendix H for TERO Policy.


    PREVAILING WAGE

    Contractors to pay the higher of Davis Bacon. Certified payrolls will be required for payments. 2022 Davis Bacon Residential Wages are bound within this manual as Appendix F.
